The Organisation for Economic Co-operation and Development (OECD) and the European Commission’s Directorate-General for Education and Culture, are carrying out in collaboration with the Ministry of Science and Education, an HEInnovate country review with the aim to raise the impact of higher education institutions (HEIs) on entrepreneurship and innovation in Croatia.

Entrepreneurship and innovation in higher education are no longer only associated with business start-ups and technology transfer but are increasingly understood as core elements of a procedural framework for how organisations and individuals behave. For example, in how links between teaching and research are created and nurtured, how societal engagement and knowledge exchange are organised, how resources are built and managed for effective partnerships, and how new entrepreneurs are supported. This requires commitment of resources into areas of change and opportunities and strategic collaboration between policy makers, HEI leaders and staff, their partner organisations in the local economy, and students.

Why should your institution answer this survey?

At the core of the HEInnovate country reviews is this survey, which will give us a clearer picture of the situation in Croatia. We will triangulate the survey data with information gathered during study visits to selected HEIs in Croatia, interviews with key national stakeholders, and other sources of information.

We treat the survey data confidentially and anonymise responses! The data will be analysed by the OECD and findings will be presented to the Ministry of Science and Education, who will use it to further develop the higher education system in the country with regard to its role in supporting entrepreneurship and innovation. The OECD will also use the data for cross-country comparisons.

Other higher education systems that have implemented this survey are Ireland, Hungary, Poland, the Netherlands and Bulgaria; and surveys are currently underway in Austria, Croatia and Romania.

What does the questionnaire cover?

The questionnaire has two parts: The first part is relevant to all surveyed HEIs and includes (A) strategic directions of your HEI, (B) human and financial resources, (C) questions regarding the digital transformation of higher education, (D) teaching and learning, and current practices in (E) knowledge exchange, and (F) internationalisation.

The second part of the questionnaire focuses on entrepreneurship support, and covers current practices in entrepreneurship education and start-up support. It is possible to end the questionnaire after the completion of the first part, in case there are currently no entrepreneurship support activities.

How long will it take to complete the questionnaire?

From the surveys in other countries, we estimate that it takes approximately 20 minutes to complete the questionnaire.

Who should respond to the survey questions?

The questionnaire is, ideally, completed by a group of informed staff members from your Higher Education Institution. To facilitate this process, please download the PDF version of the questionnaire here. Respondents can pause the questionnaire and continue at a later point in time.
